Craig, I was under the impression that you are not due a fill if there were no transactions at your price ... regardless whether they represented your order or not. I've encountered this on the buy side. Is your understanding different?

I don't necessarily believe the NASD PR, but I do think it's in their best interest to give the perception that their markets are fair. I think this results in fairer markets than if they weren't concerned with their self-image at all.
