Actually Carla Hill specifically disagreed with your premise in an interview yesterday. She noted that a launch rocket is a transport mechanism not a missile and that the 'targeting systems' alluded to under law are the ones that provide for specific terrestrial site selection.

Simply put, neither a satellite nor a rocket is a "missile" under the under American law. By your premise, America would be launching a 'missle' every time the space shuttle went up... It is apparently illegal, however, for an American company to provide failure analysis to the Chinese.

Carla also pointed out that the Congress' near hysterical response to the whole situation was either based in "ignorance or partisan politics". Her words, not mine.
