Clinton unveils cyber plan

ANNAPOLIS, MD. - President Clinton unveiled plans today to protect
critical U.S. networks from cyber attacks, and pledged to reach out to
industry to formulate a strategy to safeguard public and private networks.

"We will launch a comprehensive plan to detect, deter, and defend against
attacks on our critical infrastructures," Clinton said in a commencement
address at the U.S. Naval Academy here.

"Because so many key components of our society are operated by the private
sector, we must create a genuine public-private partnership to protect
America in the 21st century," Clinton said.
