"the liquid assets IPM are showing on the books can be leveraged to $1MM+ working capital"

Robert: I would submit these assets are not very liquid. $500,000 in cash which can't be spent because it is collateral for a loan is not very liquid. 1 million shares in a very thinly-traded penny stock is also not very liquid.

Maybe you could explain to me how these "liquid" assets can be leveraged into $1+ million of working capital? Must be my lack of experience in financing businesses.
