Mike, we call that a locked bid/ask position. Couple of reasons which are basically the same as the crossed situation. They - the market makers - can be obstinate with each other and get into a situation where no one wants to give in by either lowering the bid or raising the ask. The other is that they don't want to tip the direction of the price, especially at the open and do this deliberately. Side note: market makers hate each other as much as they hate us. <grin>
