What I have seen is that most other vendors are not in compliance with the new rules yet. Sybase seems to be trying to do it starting last quarter or this quarter. I am pretty sure that Oracle is not at all. Microsoft may have be, but it was easier for them to beat the data out of their customers earlier than anyone else because of their monopolistic position (and the new rules meant more reporting on the part of customers with little other advantage to the customers in exchange). Besides, Microsoft went to the new accounting because they wanted to slow revenue recognition and smooth out the revenue flow (especially back when they released Windows 95).
