My city government is beginning 1999 budget talks soon. I would like to lobby for items that will help us
if there are power outages in 2000, such as emergency power supply for water department, sewage, etc.
Mass electric says their power generation and transmission facilities have no y2k problems. Where do I
get data from to back up a claim that power outages are more likely in 2000 than now?
