My guess is that the NSC staffer is being absolutist. ANY sharing of information on ANY subject related to missles is SO SENSITIVE that it should be maximally pursued. (And that he was being largely overruled and back drawered until the Rupublican's seized upon this as a way of attacking their bete noir.)

As soon as SS/L management learned of this in May 1996, SS/L informed the State Department and the Defense Department. SS/L then made complete disclosure of the facts to the U.S. Government in June 1996 including a detailed, written report of all communications with the Chinese. >>

Loral disclosed to everyone via their website that "the committee provided a report to the Chinese before consulting with State Department export licensing authorities". (This is referring to the report about the solder joint.) Today this item with a slightly headline is being released as a newly uncovered fact. Amazing!
