If Explorer is so inextricably integrated into W98, how come Netscape Navigator is even being offered?

Come on, Hal. Software industry politics. A mini-rebellion by GTW and NEC. Of course, it's a rebellion that's more show than substance. Note that GTW still offers MS-Office, MS Office SBE, MS Home Essentials, etc. Further, GTW and NEC know that this is the perfect time to draw applause from the pro-Netscape faction. If it makes a few sales, sure why not?

I haven't used Win98 myself yet, but anyone who's using IE 4.0 is using the advanced internet functionality of Win98. -G-

If Navigator won't work, why offer it? I'll bet Navigator works inspite of the impression that Bill Gates wants to create among the masses that only Explorer works.

You have it all wrong. It is Netscape which is trying to create the impression that Microsoft is preventing people from choosing Navigator. In fact, Navigator works 100% under Win98, just as Microsoft said it would.
