Not true. In the Mar 6 10K, PM said it SPENT $38 million on y2k DURING 1997. In the May 15 10Q, PM "estimates that the aggregate cost for its CDC efforts will be approximately $400 million to $500 million".

The latter figure is huge, but it's not evidence of a dramatic increase.
