The shortcuts and borrowing against the future are done by all of us. To say "it's not me, it's 'the business community', so let's create some new laws to legislate it away" is unrealistic on two counts. It is not the "business community", it's you, me, and other INDIVIDUALS. And you can't legislate it away, you have to change people's MINDS.

Unfortunately, recycling can only provide a partial solution, as virgin fibers are still needed for many paper products, and each re-cycle degrades the value of the fiber that is being recycled, so that it cannot be re-used indefinitely. Hemp holds more promise.
