[Minimum quote increment & Limit Order Display Rule]
There is another restriction (Head Trader Alert #1997-47 - May 28, 1997, nasdaqtrader.com :

Currently, Nasdaq accepts only quotes in increments of 1/8 of $1 or larger from Market Makers and ECNs if their bid price in that security is equal to or greater than $10. On Tuesday, May 27, 1997, the SEC approved a proposed rule change to decrease the minimum quotation increment to 1/16 of $1 for these securities. At present, if a Market
Maker's or an ECN's bid price is less than $10, it may enter quotes in increments as small as 1/32 of $1

Additional info about the Limit Order Display rule of Island can be found here: isld.com which says:
By default, the Island NASDAQ quote displays the aggregate of all orders at the top of the Island book. Island subscribers can designate individual orders as "invisible" pursuant to the SEC Order Obligation Rules. These invisible orders are neither displayed on Island's book nor in the Island NASDAQ quote, but are still executable via both direct Island access and the NASDAQ SelectNet Linkage.

For display in the Island NASDAQ quote, odd lot shares are rounded and aggregated to the nearest round lot and increments finer than 1/16th are rounded away to the nearest 1/16th.
