Notice he said nothing about his work with the military. Gulf War participants were given three immunizations labeled as "A","B", and "C". No one seems to know just exactly what they were for. Anthrax is being given, but the kind that vets get in the States. Series of two or three shots I believe. Of course it is unknown if it will help if people are exposed to one of the derivative Anthrax spores the Soviets developed. Military going to Thailand had to get Japanese Encephalitis before it was FDA approved, and had to sign waiver exempting military of any responsibility for an allergic reaction. Hope that answers your questions. Basically:
The gvt can do anything it wants to the troops in the name of "national security."
The gvt is not going to tell us about its anti-bacteriological warfare capabilities or plans (because plans reveal capabilities).
They are working on something as evident from new vaccination requirements, and the mystery shots given during the Gulf War.

But I will concede it is fun to speculate about it.
