I suspect it is their way in casting their net wide for their investigation. I find that the SEC does take their time for their investigations. They also appear to be slow to catch on to allot of the nonsense out there perhaps due to resource limitations. But if their investigations of NASDAQ is any indication, when they do eventually come up with something, it is usually fairly thorough and well-documented.
