Although Win98 may have a street price of $89 dollars, the effective cost to many consumers will be much less. Most consumer's with two or more home systems will purchase only one copy of the OS for "family use". Same scenario for the small business. The real cost to the end user will be quite a bit less than the unit retail price. Benign piracy is almost a consumer right, which MSFT will certainly take into account when pricing the product.
