We had a Norplant conditional probation here in backwater Central Illinois several years back when Norplant was fairly new. The woman had abused her children, they were taken away and she got probation. The ACLU defended her "rights" and the implant was removed. Her next child was beaten to a pulp. This time there was no Norplant debate and no probation. The child will never be right but at least she won't be having anymore children at the Dwight Womens Correction facility.

Yes, when attempt is made to condition a parole or probation on Norplant use, it is invariably because of one or more felony convictions for crimes against children.
