What you call the Supreme Good, or Value, is life. What the infant values is life, i.e. a full stomach, a dry bottom, and the warmth of his mother. His values are inherent, they are his first knowledge. From this valuation he gets his feelings, which compel him to live. His value system as an infant is simple and pure. As he gets older he will be exposed to numerous myths and fabrications having no basis in reality but rather existing solely within the minds of the ignorant and there is the risk that his own perception of reality and therefore his values will be corrupted, and he will become one of the blind leading the blind. The result is your "complex system of interrelated ethical, moral, and cultural assumptions and principles". But things are really simpler than that. There is value (life), then values (the particulars of life) then feelings (the motivators to life).
