I am not in the trade, but if you go back to the hearings in Washington last week (Tuesday) in which Southern Bell's Whitacre testified, and stay on through the two ripostes which followed him, you will get the idea that when the Communications Act tried to protect residential customers it did so clumsily with very little forethought of the possible maneuvers which the industry would employ to skim the high profit long distance trade without being exposed to the need to contribute to the subsidies which have been built in for residential customers.

There were references to the fact that the Act has been interpreted in many ways, and that there seems to be little agreement among the various parties. The need for a new Communications Act was established. To me, this means that LU will not be calling on BBTK big time until there is a new Communications Act. This implies a tug of war which can last at least a year, maybe two or more until Capitol Hill settles on a resolution of the problem. That is, if residential subsidies are at the root of the problem, which seems to be the case.
