Here's the VERY QUICK RESPONSE received from DBC this afternoon:
I wrote back asking clarification of what he means by answer #1, and I also wrote back clarifying that with MEXP the problem is likely that DBC fails to clear out prior day's volume at the start of each day.

Dear Mr. Cody,

1. NASDAQ Level II screens will show different Bids
and Asks than the NASDAQ Level I because the Level II
service is the actual Market Makers data. The Level I
service Bid and Ask and Time & Sales doesn't include
the Level II data.

2. If you look at the "T" (Tick/Closed/Settlement) column
for SISI, you'll see it still shows "C" for closed. You
will aslo notice that the Bid/Ask data is Dim (Light grey)
and not Bright (White) which indicates that the most recent
update was a Last. The C combined with the Dim Bid/Ask
indicate that the Bid/Ask hasn't been updated by the Exchange
today.

MEXP on the other hand now shows a volume of 3.1K. It is
possible that MEXP was hadn't opened when you sent your
E-Mail, but has opened since that time.

3. I have check EPEX Time & Sales and Volume against 2 Non-DBC
systems. We are all showing a current volume of 4.1K. Our Time
& Sales agrees with Quotrons, but only add up to 3.1K. The
third system shows Time & Sales that do up to the 4.1K. So, as
you can see, there is some sort of discrepency in the data that
came from NASDAQ. It's either that both Quotron and DBC missed
the 1.0K trade, or that there was a correction sent out that
the other system missed. I have forwarded this to our Network to
investigate and make any necessary corrections.
