Rational:

US in the interest of commerce gave anything that China asked for and more in the form missile secrets. If only US had restrained China, all this may not have happened. If US does not have influence with Chinese with all the billions of US $ going into the state treasury, who else can have influence? Does US have the same courage and willingness to apply sanctions against China, who was responsible for the Islamic bomb? It is easier to apply sanctions against India and Pakistan since they are very vulnerable to economic sanctions. But China, if sanctions were applied, will probably thumb its nose and go its way.
India is afraid of nuclear might of China and Pakistan is afraid of India's intentions.
Indira Gandhi must be smiling in her place of eternal rest and peace and must feel vindicated at the turn of events.

Win win situation.

Many Indian critics of the US position have insisted if Washington
really wants to stem the regional arms race, it should do more to
discourage China 's modernisation of its own nuclear arsenal..

Look, the U.S couldn't care less if the Pakis and Indians blow each other up as it is not going affect them all that much anyway.But China is another matter,if the U.S piss off china it could hurt the U.S economically and to top it all China has a pretty good military machinery. So like they say in Washington sticking with China is a win win situation unlike sticking with Pakis or the Indians-no quid pro quo there you see.
