A correction - the cables are usually installed at the time the building was built. Obviously the new contractor would have use of those wires. Splitter boxes and TV's belong to the old contractor, and would need to be replaced. (Are these the boxes you speak of?)

Theoretically changes are possible. In reality, there is much inertia, and hotelliers are reluctant to change. The barriers to entry are more than financial.
