It's not unusual. We've seen much larger blocks crossing the tape.
I believe, many companies have "poisonos pills" that doesn't allow a potential buyer to scoop up shares on the open market to gain the majority of shares. Also, by SEC rules ownership of more than %5 of outstanding shares must be reported to SEC. After the very first report, everybody will know who is doing what, price will skyrocket making 'creeping' takeover prohibitively expensive.
