I heard that an emergency was declared in pakistan not because of any threat from India, but because pakistani Govt is afraid of flight of Rupee out of pakistan making the sanctions more acute and a prelude to riots and civil war.

This had been the main problem with Pakistan, as I had noted in the past. They did not have real leaders like Nehru to build democracy and keep the generals off the line of command. Generals have mislead the Pakistanis by assuring them that they would one day get Kashmir. A government run by army and religious doctrine is branding the Indian government as Hindu fundamentalism.

The fact is that the Indian foreign policy has evolved over time since Nehru's days and Bajpayee is an ardent follower of Nehru. India is a secular country and no candidate is allowed to contest in an election by appealing for votes based on religion; candidates mentioning religion in election are automatically disqualified. Pakistan is thriving on splitting Hindus and Muslims in India.
