Alex,

a science fiction short story on the topic called "The Marching Morons".

I don't know the story,but it sounds interesting. Also, I think Huxley's Brave New World had a (deliberately bred) lower IQ class to do the menial tasks.

My heart is with Holly in trying to improve the lot of the poor, often over their objection. But my brain tells me "The poor ye have always."
