I know what you mean. I'm slowly trying to heal a flu which still has me at a disadvantage.
Re "mandatory" -
Oy gevalt!! Making something mandatory is to me the very antithesis of freedom! Are you trying to use my medicine (i.e. disincentive) on smokers? Sorta like the bald birds who want to legislate that shamelessly punitive $1.xx cigarette tax?
Well, if a smoking baseball star is forced to spensd a week in a bar (ok, let's make this fun and make him a recovering alcoholic, to boot) how much of a pay increase would you give him to sweeten the deal? If it's a mandatory service, I'd think a reasonable increase over "day job" pay would be required, y'know, for fairness.

Not to change the subject or anything, but does everyone know that a beautiful male-to-female transsexual, Dana International, won an, um international talent award recently for her singing? She is from Israel.

Unfortunately, very conservative Jews there are shocked, but I think it is wonderful!!!

>>"Hey, I have an idea--make it MANDATORY for smokers to work for an hour a week in bars. That way the entire population of nicotine fiends would be served without endangering the health of nonsmokers, and they might die out sooner because of their increased exposure to second hand smoke."<<

We plan to die sooner to make sure there is enough money in the Social Security system for you to collect when you retire.

If it weren't for us smokers you'd only get $50 a month.

You may live longer than me, but I'll still see you in Hell.
