According to Mr Owen it looks like the early IECNGs (clean neutron source) will go to universities and R&D houses (how many of those are in the world?). This makes sense in that this is a 'clean' non-radioactive source for neutrons. Therefore, uses that haven't even been thought of yet will emerge.
