Yep... that's one way to go. I was thinking more about the
components lag than the labor issues. Outsourcing also has it's
own set of built-in delays and headaches ... it rarely works well
as a method to ramp up initial volume unless you plan for it well
in advance.

Anyway, what I meant was that PacBell is thinking big ... MUCH bigger
than any previous specific numbers I've heard ... and they are thinking open system (in contrast with, say, GTE, who is specing the modems on both ends).

PacBell's volume goals (if they ever correspond to the real world) and it's open system attitude (if true) creates lots of room for other players.
