The high cost of upgrading broadcasting networks to DTV, I believe, is keeping many broadcasters holding off on the huge capital expense since the technology is evolving so quickly. Your article seems to support that theory in Japan, where residents in that country are usually clammering for state-of-the-art technology. If the promises of a cheaper, more powerful product are being reviewed by these broadcasters and the promises appear to be genuine, they can hold off somewhat, and I agree they won't wait forever.
