Yep, I'm not saying that the DOJ is purposely trying to help Netscape and Sun vs. Microsoft. That is a side effect of their (mistaken, I believe) opinion that marketplace regulation helps consumers. They are simply doing their job. Unfortunately, once you create an organization whose employees are evaluated on their interventions and regulations, it's not surprising that they tend to see a need for intervention and regulation.
