The game plan, according to these sources, was for Pakistan to test
the nuclear devices as a sequel to the April 6 test firing of the Ghauri
missile on schedule on May 28. Thereafter, China was to have
moved the UN security council for a resolution imposing a total ban
on further nuclear tests thereby placing India with a fait accompli and
denying New Delhi the right to carry out nuclear testing. ''This way,
both China and Pakistan would have retained a permanent upper
hand,'' said a senior intelligence official.

''We are surprised,'' said the senior official ''why the United States
had not said a word about China's clandestine assistance of Pakistan
covert nuclear programme. They have placed sanctions only on
Pakistan and thereby condoned Beijing's nuclear technology support
to Islamabad,'' he added.

Department of Atomic Energy officials point out that while it took
them 30 days to prepare for the five nuclear tests, it was impossible
for Pakistan to have carried out their alleged retaliatory tests within
barely a fortnight. ''Even a super power needs more time,'' said a
DAE official. Had the Sino-Pakistani game plan succeeded, India
would have had to face international sanctions on the Iraq mode
should it have followed the inevitable Pakistani test, said a senior
official.

Interesting story. Also very wise. Think about this.

Americans have learned that we do not control the bomb. The bomb controls us. If we use it we die. If we do not control it, we die. If we give it up, we die. We know this. We have fought several wars with no thought of using the bomb. We could have used it in Viet Nam real easy. We walked out rather then use it.

We lived with Russian missiles targeted on us for most of my life. It was always in our mind. Nuclear raid drills at school. What to do if caught in the open during an attack. Taught in school. National Defense warning tests on radio and TV. These were constant reminders.

Spuknik scared us. Not because the Russians were first in space, but because the rocket was a better nuclear delivery system. So we had to develop rockets and go to the moon. Nice PR to cover our real worries.

We counted on our new missiles targeted on Russia to keep us safe from their missiles. Some people built bomb shelters and stocked them with supplies and weapons. The weapons were to keep others out when the warnings were sounded. They prepared to kill their neighbors in order to survive. The real sad fact was they could not survive even with a stupid bomb shelter. Crawling under a desk at school and hiding your eyes from the nuclear flash won't save the kids. Jumping in the nearest ditch and hiding your eyes won't save anybody.

I think this will dawn on both of your countries during the next few weeks. Your governments have both mounted a wild elephant that does not lament at night.
