Given a strictly binary choice like that - I'd have to say the gang member. The DEA has to answer to the Executive, who has to answer to CBS. Or, in the immortal words of Col. "Bat" Guano - "the Coca-Cola Company!!"

Gangs are organized crime syndicates. These groups represent capitalism at its highest and best. Also, to their credit, however dubiously, they defy Dr. Laurence J. Peter's First Principle.

BTW, I cast my vote with Alex on your DEA vs gang-member question.
