The have probably been dragging their feet about 64 bit
Client server news last week published an internal microsoft Email message from Bill Gates to Dave Cutler congratulating him on getting 64 bit NT on Alpha booted to the command window. It does not look like MSFT is 'dragging their feet' on Alpha. Jim Allchin is known to be a big booster of Alpha within Microsoft.

NT is still a minor player in the mid to high end enterprise space, and even NT 5.0 next year will not make a dent in this space any time soon after its release.

Re -- The stagnation the Intel's design allows the lower positions
to catch up in profitability.

Nope, witness the losses at AMD and Cyrix. Furthermore the pentiumII (in a multiprocessor configuration) is a match in terms of price/peformance to alpha/sparc.

The delay of Merced only puts Compaq's alpha/merced substitiution plans in limbo for a while longer.
