I still think it is simply a question of not HAVING to go ahead with the original schedule, not any technical problems. Why scrap the PII ahead of time if the market does not forces you too.

By the way look at this assessment:

Two or three more stories like that and you know the end is near for this debacle. Yet, a decline from $40 Billion to $30 Billions in CAPEX in the semi over two years is bound to affect this segment. On the other hand, year 2000 will look fabulous when they compare the $40- to $45 Billion CAPEX with the barely $30 Billion this year (or even lower).
