some visibility from management about how big this thing could be
I didn't notice a shortage of positive material news coming from the company. Check again the latest release about Visa, dozens of other releases.
Anything beyond that would get them into a gray area called HYPE with loss of reputation and possible lawsuits as an outcome. This is not what you need when your clients are banks.

instead Pete Kight by giving $0.32 number-exactly put a ceiling on the expectation
I think this is exactly the numbers they will arrive at the end of the next year. P.Kight will keep writing off all possible expenses from Genesis and other projects to keep the numbers down as long as he can to avoid any volatility in the earnings.
When the Street sees steady growth in the earnings and revenues, responsible management, they award companies with P/E in the rage of 60-70 of future earnings. Look at MSFT, DELL, CSCO, etc.
A year from now the Street will be using projections for Y2000 to price the stock, brokers will be buying the stock on their accounts - not only issuing strong buys.
Just MHO.

Pete Kight by giving $0.32 number-exactly put a ceiling on the
expectation and made it easier for some short-sighted people to
put a multiple on it.)

I think that is exactly what might have happened.
