It looks to me like Edwards is saying that credit is growing:

"I tend to look at the flip side of money supply growth, which is bank lending. Well, guess what? The bank-lending numbers have taken off just recently, too. But not because banks are lending to consumers or to companies. What has taken off is bank lending to directly purchase bonds and bank lending to securities dealers -- which is up 50%, year-on-year, in the U.S."
