Perhaps your friends went elsewhere because their current position is not giving much in pay raises? Hence wage raises are slowing around 2-3 % not much. salaries are high yes so new higher's will sometimes get more initially.

Hint:
Perhaps they are switching jobs because they're current employment is not giving them those raises (read wage stagnation for static skill sets)
