I agree that many different re-use plans can be deployed depending upon what you are willing to trade off. In offering my opinion, I was trying to simplify my answer to a difficult question, one on which the industry hardly agrees, making it understandable in layman's terms. Since with frequency re-use we are talking about an interference limited system, I used the factors which generally result in the minimum C/I margins for acceptable communication. I think we would both agree that the comparison should be done on an erlangs per site basis, but we would both be writing till next week.

p.s. 5 years? actually 1st round cellular filings and comparative hearings but that was a long time ago in a galaxy far, far away.
