Tony -
They already spend far and away more than any other company, possible exception IBM
Not according to Eckhard Pfeiffer, who claims that the combined CPQ /DEC /Tandem spent $1.8B, more than Intel on R&D in 1997. Don't know if this is true, but it does put Intel's R&D in perspective.

The more I think about it, the more I think DVD will be the killer
app Intel needs. I have one and love it. But my DVD ROM comes
with a card that takes over control of a window on the screen, and
the image is presented there via the card's hardware. So, for
example, I cannot do a screen capture or printscreen. What we
really need is for the mpeg decoding to be done right in the CPU,
which would require vastly more power than my 200 MHz can currently
provide.
