Might want to consider E-Trade, although orders for foreign securities (Canadian stocks) cannot be placed electronically. If you do active Canadian stock trading keep in mind that the usual wait when calling E-Trade is 5-15 minutes to speak to a human about anything, but for occasional trading it may be ok.

Might want to try WaterHouse waterhouse.com, excellent response time, your own account rep if you need to speak to a human for an order, but it'll cost you $45. Web-broker commission is $12. I like their IRA's. No mininum. No annual fees. No setup fees. Got some of my MIDLP in it.
