They have bribed hooligans to kill leaders of other countries, to position their troops elsewhere, do business, and what not. The US President can be given bribes (call it campaign contribution) by foreign nationals to influence foreign policy, Congressmen can be given money (by lobbists) to write laws that screw up tax payers. Of course, Indian babus were smart enough to learn from their colonial bosses how to accept bribes. I have to reveal my tryst with American babus to point out their subtle corruption.
