does anyone think India may be tempted to a pre-emptive strike?

IMHO, India will not do it. Both India and Pakistan are moving towards defusing a possible explosive scenario. Both nations have changed their focus to damage control - they need to take drastic steps to boost confidence in their financial markets. I also believe that both countries will be signing the CTBT and the nuclear non-proliferation treaty in the coming months.
