New Slots Aid Philippine Firm Plotting Broadcast Strategy
By Steven Watkins

MANILA, Philippines -- The Phil-ippine government has awarded two
Philippine-registered orbital slots to a satellite venture planning to be
the first and only provider of digital satellite broadcasting to this island
nation.
"When you look at Asia, the Philippines is the next place of action for DTH
(direct-to-home satellite broadcasting)," H. Thomas Navasero, chairman and
chief executive officer of H. Thomas Group and its subsidiary, H. Thomas
Telesis Inc. of Makati City, said in a Jan. 27 interview.
The government in August awarded the company, called Telesis, an exclusive
franchise to provide digital satellite broadcasting services in the
Philippines.
In December, the Department of Transportation and Communications awarded the
company two orbital slots registered by the government with the Geneva-based
International Telecommunication Union. The slots are 151 degrees and 153
degrees east longitude, both with coverage over the Philippines and
Southeast Asia.
The company plans to begin broadcasting programs in late 1998 via leased
transponders on a regional satellite, Navasero and Dennis Young, Telesis
president and chief operating officer, said during the same interview.
Later, Telesis will consider buying its own satellites, Young said.
Although the company has two orbital slots to use, it is proceeding
cautiously with plans to buy satellites to occupy them. Navasero and Young
said they will not buy satellites for the slots until they are sure it makes
good business sense.
"If we need more transponders ... and it's cheaper to own our own bird, then
we'll do that," Navasero said.
The decision to buy satellites for the two slots also would depend on the
difficulty of coordinating the frequencies so as not to interfere with
neighboring satellites, Young said.
