I think CPQ's direction, and what happens to CPQ (and IBM and HP) will have less and less bearing on what happens to Dell, and have said so for a while. I think the very different dynamics of the companies over the last few months shows that.
Therefore, IMO, this full service discussion is neither bullish nor bearish for Dell. Dell's future is heavily dependent on how they manage to leverage their business strengths and current model, which I don't think will lead them to the full service model. If they did decide to do a big push in that direction, I would regard that as bearish because it does not play to their strengths and would reduce their ability to leverage capital.
