Yeah, something like that. I think most if not all are Credit Card based so that the merchant is guarenteed funds.Also, How do you think

I believe ICVERIFY deals mostly with the actual Credit Card swipers in the stores.

...and if you go to the travelersexpress website their is more current news:

Although there was only one bill payment announcement in 1998, and most of the others are over a year old, in addition none of the announcements look that big.

I don't think they're serious about Bill presentment, this is all they have:
