Here is a little comment on hardware upgrade for Y2K.
The hardware upgrade is to accomidate the massive software upgrade to avoid Y2K. But I have been told, and some have confirmed, If a larg company wanted to upgrade for Y2K, the order had to be in by the end of the first quarter 1998. That has passed.
The idea that with back log and 12 months to install test and migrate to the new platform, Any later and your company would not be ready.

So, ORCL is expected to miss this quarter.

If a company can not be guranteed that they will be up and running and complyant by 12/32/99, then why make a rush decession. With out the gurantee, most likely they will have to deal with the problem anyway so they will just deal with it and upgrade next year.
