No, trading is not always halted. I would be very surprised if either was halted, especially Ligand

Lyn, I agree with Celeryroot that LGND will not be halted today because of the FDA review of ONTAK. SRGN is listed first at the FDA web site and the meeting begins at 8:00 AM. LGND's ask has already moved up this morning and 7400 shares have already traded today at 13 23/32.
