I'm not sure I agree with analyst's assessment. In TAVA's case, for example, I've spoken with a couple of people at their West Chester office who indicated that they are so busy with audit and investigative work (which is zero risk and all reward) that they're not in such a great hurry to get to remediation projects (which are higher risk and may have to be fixed-price or competitively bid). The real issues have been ramping up staff and closing orders, which seem to be under control, albeit delayed a few months from original estimates.

Let's also remember that at this point in time, there aren't a lot of quarters left 'til 2000! So I don't expect the investment community to be too patient with the ramp up of profits...

Seems like more of a CYA move to me...
