The whole system of "collectors" created by the British was basically to extort the Indian Kings. Nehru formalized the system of collectors, officially, into a gigantic bureaucracy that would give a part of their "collection" to new Political masters. The practice of bribery got formalized to the extent that honest Civil service officers could not function.

Quite frankly, I detest the corruption/injustice everywhere whether in India or abroad. In India, public interest litigations (PILs) have empowered many young advocates of justice to threaten corrupt bureaucrats and ministers. The Courts (especially High Courts and Supreme court) are by and large impartial and are expeditiously resolving PILs. There are appreciable changes. But, there is a long way to go. The BJP offers some hope.
