Hao Li,re:"why?". Maybe India/Pakastan spend too much money on Nuke and did not reserve enough money to buy PC/HDD..etc. Fears that China, Japan ... or even U.S.A needs to join in the race so that we can kill each other as efficient and hence no money left for the essentials.
