Yes, I was referring to Dr. Laurence J. Peter of "The Peter Principle" fame, the First Principle being that (paraphrasing) in any given organization, people are promoted until they reach their level of incompetence. At that point, further promotions will not be forthcoming. Because of this, according to
Dr. Peter, theoretically, everyone in every organization is or will be incompetent to carry out the functions of the positions which they hold.
